Technically it is both. Fear is built into us as a protection but sometimes it can happen in situations where it has no purpose. Have you ever wondered why some people are afraid of heights while others are afraid of speaking in public? Speaking in public will not kill you even though people are afraid of it but if you fall from a building it will kill you so it is natural to be afraid. Fear can be a weakness if you are afraid of things that really couldn’t hurt you, like mice or household spiders. My biggest fear is death which i think is normal but I also am terrified of mummified people…they just grosse me out.
